Can someone tell me if my sprouted mango seeds will grow into a tree which will produce fruit in Malta or will I need to graft it. I have four plants of about 15 inches each.

It will produce fruit if the growing conditions are suitable (but see below!) and a pollen source is nearby, but the fruit may be small, sour, etc., compared to the selected commercial cultivars, so you may want to consider grafting.

I suspect it will also require rather more water than you have available on Malta - it is native to an area with a very high rainfall summer monsoon. The bone-dry Mediterranean summer is going to be very harsh on it.
