Maybe Buxus sempervirens 'Suffruticosa' would be suitable. If there are dealers near there that you patronize the most direct approach might be to go and browse their current inventories, see if anything jumps out at you. If you aren't going to order something in you will end up having to go with what one of them has anyway.

Here escallonias want a warm aspect and good drainage. 'Iveyi' is not a dwarf, will soon exceed height cutoff. The much desired combination of shooting up but then remaining small that you appear to be saying you want farther along in the thread is not available from most subjects - general patterns are either big quick, following by going on to get much bigger or small and slow. Possibly one of the dwarf escallonias would do, if aspect and soil are acceptable.
