I have a Cox Orange apple tree I planted 6 years ago. Last year there were about 2 dozen apples- delicious, but very small. This year, there were no blossoms and now the leaves are turning dark and shrivelling. We've had a lot of rain this winter and spring. What could be the problem?

Possibly apple scab? The plants here at UBC BG are severely affected this year.

If that's indeed what it is (a pic or two would help), here are the Integrated Pest Mgmt guidelines from Univ of California: apple scab management

There are a number of disease-resistant varieties available and continuing to be developed that might be considered for any future plantings -- Sansa, NovaSpy, and GoldRush are but a few. Here is a detailed article on the topic from your neck of the woods.
