Jasmine plant

Can anyone tell me what my jasmine plant has ? On the stem I found Brown Black shell forms.We took off a piece contaning a shell and opened it. It had red dots inside it. Can anyone tell me what this is?

 

I don't know about the red dots but my guess is you're dealing with scale.

What causes scale in this plant? It is so weird because I noticed black-brown round shells along the stem and some branches. When I opened one up, the shell was hard and out dropped these numerous tiny red spots. Can you give me more information on "scale"? How do I treat my plant? Is scale a disease?
