Japanese maple not leafing out

  1. Last summer I planted a japanese maple in a sheltered area of my garden. This spring, it hasn't leafed out.. I am in south-eastern Ontario (Ottawa area). There are some new leaves at the base of the trunk, not on branches but growing right out of the trunk, and most of the branches are green when I scrape the bark, although some that showed green a week ago now show brown toward the upper parts. Is the tree dying, and is there anything I can do to save it?
