i live in Saskatoon and here there are clematis growing volunteer on many chain link fences. my guess is it most likely is. after the flowers are spent the plant will show a flower like spray which is beautiful. these are prolific seed bearers with a pretty high germination rate.so if you don't want to begin a battle to try and remove it let them grow at work and admire them there. .
