How to care for and prune dead spots on weeping cedar?

    Can you identify what type of weeping tree I have? I've had it more than 6 years. Moved in Sept 4 miles from previous location. New placement faces east. It was pretty lush and green prior to move. Harsh winter but located under deck. Now turning brow and losing needles. Can I prune ? If so, where so I can try to save the tree. Thank you.

    It's a weeping cultivar of Norway Spruce Picea abies.

    Unfortunately, also looks like it is dead, or very nearly so.
