Hibiscus are more tropical. They will not winter over here in the Pac, NW so I doubt they will in New York. I googled "Orange Hibiscus" and got this site that may give you more info.

If you like those types of flowers check out the Mallows & Lavateras. Some do winter over in my area. barb

I live in Connecticut and both my parents and my grandma have Hibiscus plants that come back every year. They get gigantic white, pink, and deep red flowers on them. They've had the plants outside for probably 6-8 years.
They're a different type than this orange one, but I do have to say that not all types of hibiscus have trouble living through the winter.
It's also not a bush, though. The stalks come up from the ground every year.

That would be Hibiscus moscheutos, H. syriacus is also hardy and is a woody shrub or small tree.

The one in the photos here is likely a cultivar of the tropical Hibiscus rosa-sinensis or a cross of that and would need to be indoors for the winter.

Thanks for the reminder Eric!!! I had forgotten all about the Hibiscus moscheutos. My Sis sent me some from Georgia. She called them Hardy hibiscus. I tried to treat them tenderly as any tropical and kept them in a sunny East facing plant room. Of course they didn't come up the 2nd yr. Still don't know what I did wrong.

They probably didn't get the Winter chilling required to break dormancy
    in the Spring.

Mystery solved. Thank you saltcedar. I did kill them with kindness. I hear Atlanta Ga. and think warm winters. I'm going to call her and have her send me some more and try again. ;))
