Hedges: hedging suggestions needed west coast BC

    I live in an area of cottages, but my new neighbour has erected a very large 2 story house overlooking our house. For the next couple of years the cottage will be rented out so I need a hedge, potentially reaching 25 feet, that will be easy to look after. I would like to establish plants that are 5 or 6 feet to start, and would love it if they grew fast for the first few years. We are zone 8, waterfront and can get high winds but the hedge would be 50 feet back from a 75 foot high cliff over the water. The area gets direct sunshine for most of the day. Year round screening is important.
    Information on spacing of the plants would be appreciated as well.
