I live on the Sunshine Coast BC and I have a large Barcelona Hazelnut tree that is about 15 years old. It has been very productive over the last ten years or so and it provides me with hazelnuts for the full year. This year for the first time I have a much reduced harvest, with many of the “nuts” forming as per this photo. I have not seen this before. Is this a pollination issue? There is no nut inside whatsoever, just a large flower type looking object. Thanks for any insight.

Strange! Some sort of phytoplasma disease, perhaps?
