In Taiwan's asian pacific tropical weather, grafting maples usually are done during the winter time after tree leaves were fallen off. However, humidity and rain can slow or harm the reproduction of these plants. I have tried grafting them during the summer time this year, the result was surprisely well. I am posting some pictures of my maple grafting in July this year for your information. (Taiwan's summer temperture is around 28-36 Celsius)
