In the office we have several potted plants. Every summer we get Gnats, everyonce complains (quietly) about them. I started cutting back the "waterings" everyone was doing to their plants and it seemed to lessen the bugs. Is it really that simple to control those things or am I chancing killing all my friends plants?

Yes, it is as simple as that. Gnats are a sure sign of over water. Depending on how big the pots are, let the first inch or so of the soil dry out between waters. They lay eggs in damp surface matter. If that surface is allowed to dry the eggs die and no gnats. You won't kill the plants, even if the top of the soil is dry there is lots of water down deeper.

Thank you very much. This should help us all to enjoy our plants more.

What about shallow seed trays? How does one control them in that?

I've seen "Fungus Gnat" spray for sale, I guess that is why. For large numbers of flats there is a biological control.
