Everything I read says something between late summer and late fall. So, as long as the weather has cooled but the ground isn't frozen, now would be a good time.
Spring and fall are the best times, but you can divide them all year. if you do do it in the summer just remeber to cut the leaves in half before replanting, this way they will be less stressed.
