OK, so I've had this plant for a while now and people on this forum identified it as a gasteria. And recently there were a lot of new leaves coming out but they were tilted on one side and stayed small. I assume that there are tilted because of the light but I've read that these plants store water in their leaves. So could it be that the leaves are not growing because I was over watering?

Yes it could. And overwatering may also cause the outer leaves to develop a gooey rot and fall off (this is what happened to my first one.)

Get it out of that plastic pot! Repot in cactus soil mix in an unglazed ceramic pot just a bit bigger around than the reach of the longest bottom leaves, and it will probably do a lot better.

Thanks for the replay. I am interested in making my own cactus soil. Can you give me any tips about this?

Sand and gravel with a bit of bark mixed in is what I use; look up the Gasteria's natural habitat to figure out what kind of proportions to use. And, this is important, make sure to sterilize all of the ingredients in your oven first.
