The attached "stuff" has started to appear between the cobble blocks at the side of my house. What is it and how can I definitely get rid of it?

Looks like the ascomycete Peziza domiciliana (or close ally). This mushroom's species name, domiciliana, comes from the latin word domicile, meaning it grows in or near homes.

Here is a page that describes what you can and cannot do with mushrooms you don't want. http://www.mushroomexpert.com/yard.html
