i just started some peppers in my room and its pretty much fall so in order to get my peppers to flower and then produce the peppers would i have to have some supplemental lighting? since the days are shorter and such

Yes, unless you have a window that allows full sun. Supplemental warmth might be a consideration, too---and of course before you get peppers you have to have some type of insect involvement (pollination-wise) which would most easily be accomplished outside next spring/summer.
