So you've found them but thought they were too expensive? If similar kinds were priced the same then maybe your idea of "reasonable" will not be met easily. Here good quality potted roses at garden centers are typically at least 15 dollars - on sale.
"Felicia" is an old rose, a hybrid musk hybridised by Rev Joseph Pemberton (1928). It should be easily available. It is not covered by plant patent and you should be able to start one from cuttings if you can find someone locally that grows it. (I can't help you there - no plant material is ever going to go across the Canada-US border without a lot of prep.) The name apart, it is a beautiful rose - check out Helpmefind.com.
Not actually an old rose, correctly those are all from the first half of the 19th century or earlier. But in ordinary usage the term is applied to various classes to distinguish them from hybrid teas, floribundas, grandifloras etc.
I meant an "old rose", like 80 years old - not an "Old Garden Rose", like pre-La France, 1867. It's a description of it's years in cultivation, not meant as a statement of its class.
