Several of my neighbors junipers are turning brown. These are planted on a steep bank and are essential for erosion control. We live in Seattle. Can these be saved or should they be replaced?

Any local dogs applying toxic K₉P formulation to them? The dead foliage won't regenerate, so it can be pruned out; if the gap left is large enough to plant another shrub in, give it a go. Perhaps something thorny, like Berberis, might be better.
One other thing to check is for rodents chewing the bark off the stems. Not sure if it is rats or mice that do this, but the chew marks are pretty obvious when present and you may find nests under there too.
Thanks for the ideas - we have a severe bunny infestation in our neighborhood. I have also seen lots of squirrels and a few rats. Because of the location I doubt it's dog urine but I like your idea for fixing the problem Thank you again for your expert help
