Dandelion tincture help

    hello
    I used fresh dandelion root this time with a vodka fluid.
    I now have 2 distinct layers of fluid...the dark brown as to be expected and a lower level of a white thick fluid. I was told that the white is inulin which is the desired medicinal component. How ever they don't mix. How does one decant this for medicinal use. Any help is so appreciated
