cow manure

    I want to raise a 3X10 foot bed of boxwoods by 2 inches. I was going to use cow manure purchased from local garden center. Would this work or should manure mixed top soil be used instead of only cow manure ?

    Personally I would mix the manure with some soil, it seems to make sense.

    Ditto manure is food to add to a soil. You need the soil structure to retain moisture. Try adding some mulch material with a bit of the manure to lift the height. This will break down like a compost and each year add a bit more to help build the soil up.
