Sutera is a southern African genus of around 50 species, so it's among them you would expect to find the closest relative of S. cordata. Unless there has been a molecular/genetic study of these it would be hard to say which species are genetically closest to S. cordata, but I think it's unlikely there has been such a study. The genus belongs to the Scrophulariaceae tribe Manuleeae and there is a monograph of this whole tribe by O.M. Hilliard published in 1994 by Edinburgh University Press (reference in the Angiosperm Phylogeny Group website, where Manuleeae is consistently mis-spelt) but I suspect based primarily on morphological characters. Consulting this would be a good start. I'd guess there would be a copy in a university library somewhere in Israel.
