Is it true chlorine will dissipate if tapwater is left to sit before watering plants?
If so, for how long, say, for a 5 gallon bucket?

I like to leave water in a bucket or watering can overnight, if possible 24 hours I think is a good length of time. if its chloramine on the other hand, you need to remove it with a counteractive agent of some sort.
Leaving it overnight also bring it closer to room temp than tap temp which can be cold or hot as you choose.
