I have three rosebushes in my new house's garden. They are cut back quite drastically. I assume this is normal. I've neve?5{ before because I am not confident enough in my ability. The bushes have almost no growth this spring except a couple of shoots (if that's the right term) near the ground. Is this normal? I thought there would be a lot more growth by now.

Sounds like there's a problem. Maybe they are a tender kind that froze, or there was some other issue that has nearly or completely killed them. If grafted the few shoots coming up are likely to be rootstock sprouts, the scions grafted onto them perhaps dead.

Wait longer before deciding the planting is history, especially if cut recently may yet come back. If cut quite recently that would explain lack of growth at normal time.
