Identification: Can you identify this tree please.

I know nothing about Conifers but would like to add a few to my yard to accent my Japanese Maples. This one at a local burger joint caught my eye but the owner doesn't know what it is. Could anyone tell me what it is from my crappy picture. Thank you

 

Dwarf blue Colorado spruce.

 

Thank you that's what I thought. I can't seem to find one at any of the local nurseries
