My eight foot pyramidal cedars have fire damage. The green growth has been burned off except for a few sparse top branches on some. Is it likely that they will re-grow the length of the trees? Would cutting them back encourage new growth? Any advice appreciated.

No, they won't re-grow. Remove and replace.
