I'm wondering if these are what's called Blue Bottle Flies. I've found quite a few of them on the Yarrow in my garden. They weren't moving and when touched the wings fell off.
Must have some kind of fatal parasite. They do look like they are holding the plant closely, in the manner of other insects in such a state. And of course their wings shouldn't be falling off.
