Boxwood problems... Please HELP!

    Last spring, I planted 4 medium sized boxwoods near my front porch. I notice that this spring they have a very light greenish yellow colour. I thought they probably just needed some fertilizer.

    However, looking a little closely today, I noticed that the new growth on the leaves is "cupped." I'm not sure how to describe it but it looks like the leaves have turned inward (upside down bowl shape).

    There also appears to be this whitish gray colour fuzzy stuff inside the leaves.

    I tried doing some research online and I am wondering if it could be 'boxwood psyllid'??

    I have attached a picture. What can I do to fix this problem??
