Different colours on the same stem of Bougainvillea can be achieved by grafting branches of various colours onto a host plant. Pick a sturdy basic plant with good roots, and then branches from the other colours. Side-veneer or Cleft grafting are the two easiest ways to go about this. There's a good tutorial here.
