I have a large retaining wall that I wish to make more appealing. Below the wall is concrete. If I planted Boston Ivy above, can I train it to grow down?

It will drape down on its own.

Yes, Ivy grows down, but be careful - ivy gets everywhere and is a pain to get rid of.

In case there is some confusion discussion is about Parthenocissus and not about Hedera.

No that Parthenocissus doesn't spread and grow large.
