I have a small dwarf short needled cedar. I noticed some blisters on it today, just on this one branch. Is this normal?

I'd guess they're full of resin, but why they formed or if they are harmful, sorry, don't know.

Yep, pretty sure they are resin blisters. When I was a kid we used to buy cut christmas trees (noble fir I think) and I remember the trunk had lots of similar "bubbles". Maybe since cedrus and abies are related it's normal. Overall the plant seems to be doing fine. It has a real irregular growth pattern some branches are sparse and vigorous. Others are small, full, and covered in buds - much more dwarf like.
