Hello, Can you help me with this Bismarck Palm problem?

As you can see in the photos, the tree is infected with some bug I would guess. This condition has persisted for the last two years , but is especially bad now. Please give me some idea what this stuff is and how it can be treated.
I am in Ft Lauderdale. I have sprayed the tree with an organic insecticide . Didn't help...

Thanks for any help you can give me.
