Are these plants gonners?

    I just moved in to a house and a lot of the plants look diseased and/or unhealthy. Help!

    2 is Viburnum davidii, and looks fine.
    3 not sure what it is, but it could have been damaged by a weedkiller.

    It's the dry season in the northwest, and those plants look like they could use a drink. This is especially true for foundation plantings such as these, where roof overhangs prevent any rainfall we do get from benefiting the plants.
