Did Vancouver advance beyond level 3 watering restriction in 2015, the year of the drought? Level 3 allows watering using a hand or spring-loaded shut-off nozzle. I hope the tree didn't die an unnecessary death.

I'm confused by this, as I just saw it last week all lit up (well, my sense of time is not so good). I even wondered if it had been replaced by a lighted frame, as the light seemed more intense than I remembered.

The lighting seemed so detailed last year that I wondered what would happen when the tree grew.
