Puddling followed by taking 8 hours to drain away being "excellent" drainage is debatable. I certainly would not plant any plants that were at all touchy about drainage in such a spot.
That be the outlet low spot. In its path is an escape rose which thrives, and a few ferns that thrive. It is only a small area that interferes little if at all.
