Newer lemon tree is having a few problems with losing leaves and also wilting leaves. Don't know if to fertilize or water more. Have 25 5 15 fertilizer. Need advice.

The tree is already stressed so it would be better to not fertilize it until it recovers. Wilting could be from either over- or under-watering. It's bad news if it's the former as that likely indicates a case of root rot. If possible to do so, ease the rootball out of the container to have a look at the roots and to get an idea of how much moisture is in the soil and how it's distributed. The roots should be firm and light colored at the tips.

Is it safe to assume you've checked for the presence of bugs such as scale, spider mites, and aphids?
