Probably a silly question, but, having read all the pruning articles, I'm confused on weather or not I should take off all the dead branches and twigs from a maple now before they leaf out.

Seems almost 1/4 of tree is dead twigs & branches, I was shocked how many there were. They were just snapping off. Can I cut/snap them all off now while I can see them all. I'm not pruning it actually., just dead stuff.

Pic attached, not great I just Google streetview for a quickie......

    Thanks......

The wood is dead so anytime is fine and now is the easiest time before the new growth begins.

Yes, any time, provided you can distinguish it from live wood easily.
