Identification: Unknown pest

    This Spergularia plant was grown from the seeds but, as the original pant in another pot, it is dying of the strange disease. The plant can persist for few months, but eventually will expire.
    I thought it is a kind of a scale bug. But all pictures of Coccidae show a larger scale, usually pale-green or dark, with a bump under which the new creatures are growing. This thing is absolutely flat, a kind of monolayer of cells, dark-green and flaky, and microscopic: each flake is just about 0.1-0.2 mm.
    Is this an alga? a bacteria? an insect?
