I have an established pony tail palm which I recently noticed has a white substance on every frond. does anyone have any idea what this could be?

It looks like mealy bugs. I would spray it with alcohol. Wipe off the leaves the next day if you can stand to wipe off all those leaves. Whether or not you wipe them off, spray all the white bits every few days. And when you think the bugs are all gone, keep an eye out for them and start spraying again.

As an aside, that is not a ponytail palm.
