Six year old tree, died off in four year, maybe due to winter and then in fifth year grew back with an over abundance of flowers and fruit. The fruit was picked late, end growing season, fruit was small.

    This year, no flowers.

    Could someone please help out?

The top you have now may be the rootstock the dwarf peach was grafted on.

Like plum and apple trees, peaches can produce an over-abundance of flowers and fruit in a year, then little or none the next. Hang on until next year and see how it flowers. After the danger of hard frost is over (about -2° C), thin for peaches to be eight inches apart. This could be a lot to remove, since a 10% bloom can produce a full crop of fruit. Fruit will be larger and bloom will return the following year.
