Have great success planting marigolds with tomatoes. No insects of any kind. Doesn't seem to matter that the tomatoes soon tower over the marigolds. Chives work well for roses, just make sure you keep them under control (Remove the purple heads) or they will take over your entire bed. (either garlic or regular chives, either work) Dill will attract aphids so it works well too.
