Lilac Tree Help please.

    My wife planted a Lilac Tree 5 years ago on the north side of our house.

    It did well for a couple years producing lots of blooms and leaves but then it turned kind of a rust color and doesnt produce anymore and is barely surviving seems to us

    I figured the dogs have hurt it and want to replant it,but I dont know if now is the best time of year to do so

    Any help would be appreciated

    Best time is while the plant is dormant. In your area I would guess the end of January or early February would be the latest.
