I cut off two small "offshoots" from the pony tail and placed them in separate pots of sand several months ago. They are still alive and a bit bigger but I do not know where to go from here. Do I plant them out and how deep.

if they are still alive and a bit bigger, your fine. you don't need to transplant so often as when they get root bound, the caudex would swell more, and thats a good thing.

Thank you Chilipepper. They now stay the same size and some leaves go brown. The pots are small. Must the whole lower part of the plant be under sand or just the roots. I was also told not to water the potted plants too much in the pots. Is that OK?

you should have most of the swelling part above the soil because it is used to store water so if constantly stuck in wet soil it would rot.
and is it in straight sand, if so you should give it some soil.
