seeking cultivation advice for a libertia

    My libertia flowered profusely last year (2008) in victoria bc, but doesn't look like it'll be quite so resplendent this year. I know I should do something but am not sure what. Any suggestions? Attached is a recent pic.

    Last winter may have stunted the plant, and if planted along walkways/driveways any rock salt would have also adversely affected the beautiful perennial.

    It's in a bed far from driveways and roads. I suspect it needs to be divided in some way, and the brown foliage cut back. Am just not sure when it should be done nor how.
