    Looks like a Rudbeckia.

the leaves look different than on a rudbeckia, they are thin blades - I will need to look at the plant again for a better description

my plant is less than 3 ft, maybe a different species?

the helianthus a. gets 5 to 6 ft tall, I have also seen it along some other roadsides, it really stands out tall - I need to get out and take more pics and make a comparison

I added more pictures, pulled out one plant, it's about 4 ft, most of the plants grow along a sloped ditch, and appear less tall because they did not grow upright but slanted -
the texture of the leaves, stem fell rough like on a sunflower

I think the post from tipularia fits: narrow leafed sunflower or helianthus a.
