This flower was found in a sandy area of the park in late April. It was low.
    What is it?

Could be Xanthisma gracile (formerly Machaeranthera gracile.)

Machaeranthera gracilis = Haplopappus gracilis = Dieteria gracilis = Sideranthus gracilis = Xanthisma gracile. Somehow, The Plant List split these symonyms into two accepted species, Machaeranthera gracilis and Xanthisma gracile.

However, it is too early for Machaeranthera gracilis, which normally starts in May and flowers until July. In addition, it would have simple toothed leaves. This one, with pinnatifid leaves, is most probably Haplopappus spinulosus
