    Hi
Last year my luna survived in a pot outside my house last winter here in Kelowna, i decided to plant it in the ground and there was nothing coming up yet but now there is a tiny green shoot coming out of the soil now, is this normal? at this time of the year? i hope it survives!!

While I am a good deal farther south than you, if you have other things sprouting now, that's okay. Pretty much all the hibiscus will sprout earlier than many other plants in my area. I think Hibiscus spp were about on par with Acer spp or maples with bud burst this year.
