Wiry hair-like petals? Please help :)

    I know these pictures aren't good, but the petals here are like wiry hairs.. that's the only way I know how to explain this, even though you can't really see. Otherwise, it looks a lot like a Fleabane. Any ideas?

    maybe there not petals but rather seeds.

    my first glance made me think of dandelions.

    is it just withered or maybe its a genetic mutation

    Could it be an everlasting daisy of some sort??
    We have a few down here that are dry to the touch from the moment they open.
