Windmill palm is sick

    Newbie is here and I need to understand what I am doing(or not doing?) wrong.
    I planted 3 Windmill palm trees in February this year. 2 of them are doing fine and this one(see photo) is not so well. It keeps dropping it's fronds from the bottom up. There are very few fronds left and they appear to get burns at base before they turn brown completely. New shoots keep coming out though, so I am pretty sure the palm tree can overcome the stress. Any advice on what I should do to help it recover?

    I'm seeing a bunch of these around that have various degrees of yellowing, makes me wonder if palm yellows disease has come into our region. (Maybe if you look at local palm enthusiast group web pages there is related discussion).
