Willow - Dead or Alive?

    I planted a willow in my yard about 2 years back. We've been under an extreme drought this last year, and were not allowed to water at all.

    This spring, my willow has not budded any leaves. Some branches are dry and brittle, but several are still supple and have a green layer under the bark.

    what should I do? We've had some rain, but are still behind and will likely have watering restrictions continue. Can I save this tree? What should I do now to prepare it for the summer?

    Can you water it with grey water (bathwater, etc)? If yes, use as much of that as you can.
