Beeches: will a beech which got buds hit with frost return to flower and leaf next year ?

My tri - color beech got buds which never opened - so it is without leaves now( bark is green when scratched) - will it come back to bud next year ?? It is 3 stories high so it must be a mature beech tree.

 

Several of my beeches here in central NJ are just breaking dormancy now and some still are waiting, but the buds are growing. I would give your tree some more time to see if it still comes through this year.
